Pay a fine
We issue fines for offences like littering, noise nuisance, dog control offences, smoking in a workplace and non-compliance with Energy Performance Certificate legislation.
You can pay these in person, by post, telephone and some can be paid online.
Pay a fine online
You can pay for the following offences online:
- dog fouling
- dog straying
- failure to license a dog
- failure to display a Food Hygiene Rating Scheme sticker
If you've been issued with a fixed penalty for one of these offences, you'll be able to pay it online once you've received your notice in the post.
You'll need to enter your fixed penalty reference number which is on the top left of the fixed penalty notice. Please make sure to enter your reference number and surname in the exact format they appear on the notice. You will also need to provide your email address so we can send you a payment confirmation.

Department for Infrastructure (DfI) process parking fines and deal with all representations and appeals on our behalf.
You can pay a fine for littering or dog offences by telephone using your debit or credit card. Please quote your fixed penalty reference number when paying.

You can pay all fines in person using your debit or credit card, cash, cheque or postal orders. Please complete the payment slip you received in the post with your fixed penalty notice.
Cheques and postal orders must be made out to Belfast City Council. See addresses below.
You can pay all fines by post using cash, cheques or postal orders. Please complete the payment slip you received in the post with your fixed penalty notice and return to us with the appropriate fee.
If you choose to pay by cash or post, we strongly advise you to send it by registered post, and you should retain proof of posting.
Cheques and postal orders must be made out to Belfast City Council.
If you need a receipt for the payment, you must ask for one at the time of payment and, if paying by post, you must provide a stamped, self-addressed envelope.
