Local Economic Development Plan (LEDP)
We have a new local economic development plan for Belfast called Staying Competitive.
The plan will run from 2006 to 2010. It clearly identifies the integral role that we play in adding value to, and complementing, the economic development of Belfast and the region as a whole.
The plan looks at four areas of major policy change:
- the Review of Public Administration in Northern Ireland (RPA)
- changes in European Union funding 2007 to 2013
- the Government's economic vision for Northern Ireland
- proposals emerging from RPA concerning community planning.

Main themes
The main themes of this plan are:Business competitiveness
The objectives are:
- to stimulate Small to Medium Enterprise (SME) growth and competitiveness
- to promote and enhance development in key growth sectors
- to encourage economic growth through the development of business incubation facilities
- to establish a World Trade Centre facility in Belfast
- to promote entrepreneurship within Belfast.
The objectives are:
- to establish formal linkages between education and industry
- to promote Belfast as a knowledge city
- to sell the attractiveness of Belfast as a place to live, work and do business.
The objectives are:
- to support area-based economic development activity
- to co-ordinate local employability activity in the city.
