We are responsible for 31 car parks in Belfast.  Of these 31 car parks, 14 are free to use and 17 are charged.

All charged car parks (with the exception of Smithfield and Bankmore Street) are open and free to use outside of charged hours.

Non-charging days

All of our car parks are free to use on the following dates (or the allocated bank holiday):

  • 1 January
  • Easter Monday
  • 12 and 13 July
  • 25 and 26 December 

Cashless parking

A cashless parking system is available for all our charged car parks. This system allows you to pay for your parking with a credit or debit card, rather than cash. To use this service you must register for the Parkmobile Cashless Payment System. Once registered, you can pay for and manage your parking using your mobile phone, mobile app or online.

Season tickets

You can buy a monthly or quarterly season ticket for some of our car parks at a reduced parking rate. Read the charged car parks table for availability and prices. If you want to buy a season ticket, call NSL Limited on 033 0008 8770.

Electric vehicle charge point locations

Five of our car parks have fast public charge points. Each charge point has two connections, enabling two vehicles to be charged at once.

The charge points are:

  • Cromac Street, BT2 8JN
  • Little Donegall Street, BT1 2JD
  • Glenburn Road, BT17 9AG
  • Hope Street North, BT12 5ED
  • Little Victoria Street, BT2 7JH

Motorcycle parking bays

Bankmore Street and Station Street car park have bespoke motorcycle parking bays. There are enough for two bikes at each. 

Paying parking fines

The Department for Infrastructure (DfI) will help us with car parking. On-the-ground enforcement is provided by DfI’s contractor, NSL Services Group (NSL), who employs traffic attendants to patrol car parks and issue Penalty Charge Notices (PCNs) to vehicles which break the parking restrictions. DfI will process PCNs and deal with all representations and appeals on our behalf.

Examples of breaking parking restrictions include:

  • parking without clearly displaying a valid pay and display ticket
  • parking for longer than the paid time
  • not parking wholly within the markings of the bay or space
  • parking in a disabled persons' parking space without clearly displaying a valid disabled persons' badge
  • parking in an electric vehicles’ charging place during operating hours without charging your vehicle

Our parking aims

We aim to:

  • support the city centre economy by providing affordable short stay car parking for shoppers, visitors and business users
  • reduce the number of peak time car journeys and improve access to the city centre
  • discourage long stay parking in the city centre and reduce commuter-related parking
  • ensure that entry to and exit from our car parks does not disrupt road traffic management
  • optimise the use of car parks and generate income
  • encourage sustainable forms of travel, such as walking, cycling and public transport including the use of Park and Ride facilities.

These aims are in line with our  and will continue to be reviewed as part of our new place shaping planning powers (from April 2015) and urban regeneration and community development powers (which transferred to us in April 2016).

We'll be considering traffic and transport polices such as car parking, accessibility and connectivity in our strategies such as the City Centre Regeneration Strategy and Investment Plan, the Belfast Agenda and our future Local Development Plan.
