5. Delivery and implementation
5.1 Supporting information
5.1.1 To allow for the full assessment of proposals against the provisions of Policy HOU13 and HOU3, all applications for STL accommodation should be accompanied by the following information:
- A Short-Stay Visitor Accommodation Statement outlining, through appropriate statistical information as outlined in Section 3.1, how the proposed STL offering strengthens and diversifies the range of short-stay visitor accommodation within the city
- Maps illustrating the walking routes, distances to bus stops and/or train stations or halts
- Maps illustrating which visitor attraction(s) are within close proximity (800m) to a STL proposal, along with maps indicating walking routes and timescales. This should make reference to the definition of visitor attractions and those identified as such in Section 3.3
- A Management Plan addressing general management arrangements associated with the operation of the building, and
- Clearly annotated drawings indicating which room(s) are to be retained for permanent occupation and which are proposed for STL use.
5.1.2 Where a proposal for STL accommodation is located within a HMAs, information must also be provided as part of a planning application to demonstrate that the exceptional circumstances that warrant the need for such accommodation exist and to justify why the specific unsatisfied demand cannot be provided for via any existing short stay visitor accommodation offering or why the need cannot be met in another nearby location.
5.2 Use of conditions
5.2.1 Where proposed STL development is considered to comply with the policy provisions set out in the LDP, the Council will usually grant planning permission subject to a number of conditions. In particular, consent will usually be granted subject to planning conditions that ensure:
- The STL use operates in accordance with the Management Plan submitted as part of the planning application; and
- Bedrooms reserved for permanent occupation, in accordance with approved drawings, are occupied by a person as the primary, permanent residence and that they cannot be used as a second home or for STL use.
5.2.2 This is not intended to be an exhaustive list of potential conditions, as other conditions may also be appropriate on a case-by-case basis depending on the policy issues raised in each case. The exact wording of conditions may also vary from case to case to suit the individual circumstances of each proposal.
