Performance Improvement Plan self-assessment report 2025-2026

Foreword

We are pleased to present Belfast City Council's Performance Improvement Self-Assessment Report for 2025-2026. The report explains how we have improved our services and delivered better outcomes for the people of Belfast. It highlights what we achieved during the year and shows how we measured our performance against the objectives set out in our Performance Improvement Plan.

We continue to work in a challenging environment. Rising living costs, increasing demand for services and wider economic uncertainty continue to affect our residents, businesses and communities. Despite these challenges, we remain committed to providing high-quality services and delivering value for our ratepayers.

This year, we launched our Corporate Plan 2025-2028. The plan reflects on our recent achievements, sets out our priorities and explains how we will continue improving services over the coming years. It also supports the long-term ambitions of the Belfast Agenda, our community plan for the city.

We are delighted to report that we achieved all six of our improvement objectives during 2025-2026. All improvement actions were either completed or progressed, and 88 per cent of our performance indicators met or exceeded their targets.

Performance highlights for 2025-2026

Some highlights from the year include:

  • More than 3.6 million visits to our leisure centres, helping more people to be active and improve their health.
  • The extension of kerbside glass collection to 23,000 additional households, making recycling easier for residents.
  • Engagement with 7,297 children and young people through our Ending Violence Against Women and Girls programme.
  • Progressed 220 and completed 39 capital projects across the city, including community facilities, cultural venues and visitor attractions that benefit residents and support the local economy.

These achievements demonstrate our commitment to improving services, supporting communities and investing in the future of Belfast.
