Overall performance of the Improvement Plan 2024-2025
For each of our six 2024-2025 improvement objectives, we identified improvement actions which set out what we wanted to deliver, as well as key performance indicators, which would enable us to measure our success. This section provides an overall performance assessment and a summary of key achievements from our Performance Improvement Plan 2024-2025.
Performance Improvement Plan 2024-2025 self-assessment
Our overall annual performance against achieving our improvement objectives 2024-2025 is summarised in the table. We have outlined our progress against our 44 actions and 49 performance indicators (seven statutory and 42 self-imposed).
Forty four actions
- 100 per cent of actions were either achieved or partially achieved
- 29 (66 per cent) were achieved
- 15 (34 per cent) were partially achieved
Forty nine performance indicators (target)
- 40 (82 per cent) were on target or exceeded target (within 1 per cent or better) – four statutory, 36 self-imposed
- 4 (8 per cent) were slightly adrift of target (between 1 per cent and 5 per cent) - four self-imposed
- 5 (10 per cent) were adrift of target (more than 5 per cent) – three statutory, three self-imposed
Forty nine performance indicators (trend)
- 39 (80 per cent) showed positive change (five statutory, 34 self-imposed)
- 5 (10 per cent) showed no significant change (one statutory, four self-imposed)
- 5 (10 per cent) showed negative change (one statutory, four self-imposed)
Actions were considered to be partially achieved when work started or was progressed during 2024-2025 but the project or activity spans more than one financial year. A rationale and detailed analysis have been provided in section 5, Self-assessment of improvement objectives, where targets (both actions and performance indicators) have not been achieved and this broadly includes regional issues and delays, council resource constraints as well as dependency on external factors including market forces and regulatory changes.
Summary of key achievements from our Performance Improvement Plan 2024-2025
A snapshot of some of the key achievements and performance improvement across all six improvement objectives, is illustrated.
- 84 per cent customer satisfaction levels (with customer hub contacts) (target 80 per cent)
- 91.93 per cent of service requests for missed bins completed within five working days (target 85 per cent)
- 57 businesses signed up to the Belfast Business Promise (BBP) pledge (target 50)
- 42.7 per cent of household waste collected that is sent for recycling (or prepared for re-use) (statutory indicator) (target 42 per cent)
- over €17million investment delivered in two PEACE IV projects - Shankill Shared Women’s Centre and Black Mountain Shared Space (target €12million)
- 77 per cent of planning service enforcement cases processed within 39 weeks (statutory indicator) (target 70 per cent)
- increased percentage of council contracts (over £30,000 value) where the social value procurement policy (SVPP) has been applied to 75 per cent (target 40 per cent)
- 26 Physical Programme projects completed (target 10)
- occupied 46 previously vacant city centre properties as a result of the Vacant to Vibrant intervention (target 26)
- £210,000 of funding awarded to organisations to engage in digital innovation (target £100,000)
- over 82 per cent of participants in an Employment or Upskilling Academy were supported to move to a positive outcome (target 75 per cent)
- delivered 125 programmes across our community, play, leisure development and park programmes (target 100)
