Support and guidance for officers

We will put the right systems, processes, and guidance in place to make sure the policy is fully used across the Council. Staff will understand what is expected of them when managing projects and carrying out procurement, and training will be provided where needed.

We will also make sure contract managers have the support they need, including strong systems, clear procedures, and training.

Support and guidance for suppliers

We will make sure our tender documents clearly explain what suppliers need to do under the policy, including their sustainability commitments, how bids will be assessed, and what will be expected during the contract.

We will encourage suppliers to ask questions and give feedback during the tender process, so we can improve the policy over time.

We will promote the policy at events such as networking sessions, “meet the buyer” events, and procurement conferences.

We will continue to publish an 18-month procurement pipeline of upcoming contracts on our website to help suppliers plan ahead. 

We will also encourage staff to seek quotes from local Belfast businesses (currently up to £30,000, under review) and encourage suppliers to register with our supplier database.

Networking and shared learning

We will work with external stakeholders to share learning, develop best practice to improve the policy. 

Examples of organisations we will work with are below:

  • Strategic Investment Board Social Value Unit (SIB)
  • Social Enterprise NI
  • Local Governmental Association and NI Councils
  • Councils across UK
  • Local anchor institutions [Footnote 7]

[Footnote 7] - Anchor institutions are large organisations, like councils, hospitals, and universities, that have a strong, long term presence in a local area. They use their spending and influence to support the local economy and communities.
