Overview

There were 48 responses to the consultation on the draft Developer Contributions Framework – A guide to developer contributions and planning agreements. Consultation ran from 13 August to 5 November 2018.

During the consultation, the Council hosted a number of consultation events and officers also attended a number of other stakeholder events. These are summarised below:

The table below provides a breakdown of the general consultation responses by type of respondent.

We asked if you agree or disagree with the general principles for when developer contributions may be required set out in Chapter 6

A total of 48.94 per cent of respondents strongly agreed or agreed with the general principles for when developer contributions may be required. 10.64 per cent disagreed with the principles outlined in the draft Developer Contribution Framework. 29.79 per cent respondents were neutral as they neither agreed nor disagreed with question 7.

Open Space, Sport and Outdoor Recreation

We asked to what extent do you agree or disagree with the approach to Open Space, Sport and Outdoor Recreation set out in Chapter 6

A total of 42.55 per cent of respondents strongly agreed or agreed with the approach to Open Space, Sport and Outdoor Recreation. 12.77 per cent disagreed with the approach outlined in the draft Developer Contribution Framework. 25.53 per cent of respondents were neutral as they neither agreed nor disagreed with question 8.

Local Neighbourhood Facilities

We asked to what extent do you agree or disagree with the approach to Local Neighbourhood Facilities set out in Chapter 7

A total of 46.81 per cent of respondents strongly agreed or agreed with the approach to Local Neighbourhood Facilities. 4.26 per cent disagreed with the approach in the draft Developer Contribution Framework. 25.53 per cent respondents were neutral as they neither agreed nor disagreed with question 9.

Public Realm

We asked to what extent do you agree or disagree with the approach to Public Realm set out in Chapter 8

A total of 42.56 per cent of respondents strongly agreed or agreed with the approach to Public Realm. 6.38 per cent disagreed with the approach in the draft Developer Contribution Framework. 29.79 per cent respondents were neutral as they neither agreed nor disagreed with question 10.

Economic Development Uses

We asked to what extent do you agree or disagree with the approach to Economic Development Uses set out in Chapter 9?

A total of 40.43 per cent of respondents strongly agreed or agreed with the approach to Economic Development Uses. 8.51 per cent disagreed with the approach in the draft Developer Contribution Framework. 27.66 per cent respondents were neutral as they neither agreed nor disagreed with question 11.

Sustainable Transport

We asked to what extent do you agree or disagree with the approach to Sustainable Transport set out in Chapter 10

A total of 42.55 per cent of respondents strongly agreed or agreed with the approach to Sustainable Transport. 4.26 per cent disagreed with the approach in the draft Developer Contribution Framework. 29.79 per cent respondents were neutral as they neither agreed nor disagreed with question 12.

Air Quality

We asked to what extent do you agree or disagree with the approach to Air Quality set out in Chapter 11

A total of 44.68 per cent of respondents strongly agreed or agreed with the approach to Air Quality. 4.26 per cent disagreed with the approach in the draft Developer Contribution Framework. 25.53 per cent respondents were neutral as they neither agreed nor disagreed with question 13.

Flood Risk and Sustainable Drainage

We asked to what extent do you agree or disagree with the approach to Flood Risk and Sustainable Drainage set out in Chapter 12

A total of 42.55 per cent of respondents strongly agreed or agreed with the approach to Flood Risk and Sustainable Drainage. 6.39 per cent disagreed with the approach in the draft Developer Contribution Framework. 25.53 per cent respondents were neutral as they neither agreed nor disagreed with question 14.

Natural Heritage

We asked to what extent do you agree or disagree with the approach to Natural Heritage set out in Chapter 13

A total of 40.43 per cent of respondents strongly agreed or agreed with the approach to Natural Heritage. 4.26 per cent disagreed with the approach in the draft Developer Contribution Framework. 29.79 per cent respondents were neutral as they neither agreed nor disagreed with question 15.

Planning, Archaeology and Built Heritage

We asked to what extent do you agree or disagree with the approach to Planning, Archaeology and the Built Heritage set out in Chapter 14

A total of 40.42 per cent of respondents strongly agreed or agreed with the approach to Planning, Archaeology and Built Heritage. 8.51 per cent disagreed with the approach outlined in the draft Developer Contribution Framework. 23.40 per cent respondents were neutral as they neither agreed nor disagreed with question 16.

Waste Management

We asked to what extent do you agree or disagree with the approach to Waste Management set out in Chapter 15

A total of 31.91 per cent of respondents strongly agreed or agreed with the approach to Waste Management. 8.51 per cent disagreed with the approach in the draft Developer Contribution Framework. 29.79 per cent respondents were neutral as they neither agreed nor disagreed with question 17.

The Planning Application Process

We asked to what extent do you agree or disagree with the approach to the Planning Application Process set out in Chapter 16

A total of 38.3 per cent of respondents strongly agreed or agreed with the approach to the Planning Application Process. 12.76 per cent disagreed with the approach in the draft Developer Contribution Framework. 27.66 per cent of respondents were neutral as they neither agreed nor disagreed with question 16.

Viability

We asked to what extent do you agree or disagree with the approach to Viability set out in Chapter 17

A total of 38.3 per cent of respondents strongly agreed or agreed with the approach to Viability. 14.9 per cent disagreed with the approach in the draft Developer Contribution Framework. 23.40 per cent of respondents were neutral as they neither agreed nor disagreed with question 17.
