The Belfast City and Region Place Partnership (BCRPP) brings together the public, private and third sectors in a commitment to deliver on our shared ambitions for the city and wider city region as an exciting place to work, live, play and invest.
The BCRPP is delivering an annual place-based promotional programme to help ensure that Belfast and the wider region are positioned to continue attracting investment and delivering sustainable, inclusive growth. The 2026-2027 Programme of activity will run from 1 September 2026 to 31 August 2027. This structured programme of activity will be delivered across the key pillars of Investment promotion, Advocacy and Engagement, Strategic communications and Research. The programme will include a Belfast Region attendance at international real estate conferences - UKREiiF 2027 and MIPIM 2027 and, subject to financial viability, an investment showcase in Dublin or London.
This programme will be delivered as a public-private partnership model, governed by the BCRPP Taskforce and Executive Group, with responsibility for providing strategic direction and oversight for all elements of the Belfast City and Region Place Partnership Programme.
Membership of the taskforce includes representatives from Belfast City Council, the private sector, anchor institutions and development partners. The taskforce is chaired by a representative from the private sector. Belfast City Council (the council and accountable body) will take responsibility for the governance of all related programme expenditure, with oversight from the taskforce and the Executive Group.
This document sets out the Terms and Conditions upon which the BCRPP Programme is delivered on behalf of the sponsoring organisations.
By agreeing to the content of the Terms and Conditions outlined, you are agreeing that your sponsorship monies will be used to deliver the proposed Belfast City and Region Place Partnership 2026-2027 programme of activity, and you are confirming that you accept these terms and conditions and that you agree to comply with them.
1.Terms and Conditions
These Terms and Conditions relate to the delivery of the BCRPP proposed programme of activity for 2026-2027 and outline the BCRPP’s responsibilities and how your sponsorship monies shall be managed and used.
2. Cost of participation
Sponsorship funding will be used to deliver the proposed programme of activity for 2026-2027.
These sponsorship packages are available:
- Platinum Package: £20,000
- Gold Package: £10,000
- Silver Package: £6,500
- BRCD Council Partner Package: £15,000
- Housing association Package: £5,000.
The following bolt-on opportunities are available:
- Online marketing – branded Linkedin banner: £1,500
- UKREiiF Private Dinner Sponsorship: £5,000
- Additional bespoke opportunities are available.
3. Payment
Belfast City Council (the council) on behalf of the BRCPP will send an invoice to you for the full price of the package you have selected with our confirmation. Payment in full is due within 30 days of the date of our invoice. No package rewards will be made available until we receive full payment of the invoice amount.
4. Allocation of programme features and additional sponsorship opportunities and charges
Sponsors can avail of reduced rate delegate passes for MIPIM 2027 and UKREiiF 2027. These passes are non-transferable to organisations outside of the sponsoring organisation unless prior written agreement has been obtained from Belfast City Council. Additional programme features and sponsorship opportunities which may arise will be allocated on a first come, first served basis and receipt of all payments due.
The council will invoice you for any additional charges (such as additional delegate passes or additional sponsorship opportunities) incurred on your behalf, which shall be due and payable within 30 days of the date of invoice. Additional charges that are incurred in currency other than sterling will be invoiced in sterling at the exchange rate prevailing at Barclays at the date of invoice.
5. Advertising
Should the opportunity arise to incorporate advertising opportunities into any aspect of the proposed programme, BCRPP's appointed delivery partner will communicate with sponsors. By accepting these advertising opportunities, sponsors agree to provide us with advertising copy and your logo for inclusion in the promotional material before any deadline specified by the appointed delivery partner or the BCRPP.
By submitting your advertising copy, you confirm that its contents are a true and fair statement of the services or facilities provided by you and that it does not contravene the provisions of any applicable law. We will make all reasonable efforts to ensure the accurate reproduction of the advertising copy supplied by you, however, we will not accept liability for any errors or omissions unless they arise as a direct result of our negligence in which case our liability to you is limited to the cost of the advertising materials irrespective of the participation package price.
6. Liability
The council will have no liability to you or to any other person for any loss of profit, economic loss or goodwill or for any special, indirect or consequential loss. Save as set out, our total liability to you is capped at your participation package price. Nothing in these Terms and Conditions excludes or limits our liability for our fraud or for death or personal injury caused by our negligence.
7. Amendments to the Programme or Cancellation
The BCRPP Taskforce reserves the right to amend the proposed programme at its discretion, without the requirement to seek the approval of sponsors should it be deemed necessary.
If, because of circumstances beyond our reasonable control, the BCRPP Taskforce decides to cancel this programme, the appointed delivery partner shall notify you of the same in a timely manner. We shall not be in breach of these Terms and Conditions as a result of such cancellation. You will be entitled to cancel your participation in writing within 14 days of such notification and seek a refund of all monies you have paid to us, less an amount calculated and deducted by us, acting in good faith, representing an apportioned share of our costs, disbursements and expenses (including administrative expenses) related to the BCRPP Programme.
8. Force Majeure
The parties hereby agree that should elements or all of the BCRPP Programme be rendered unable to be performed due to a Force Majeure, this shall entitle the BCRPP Taskforce to amend or cancel the event or activity concerned in howsoever a manner as it sees fit in contemplation of said event or activity. In those circumstances the delivery partner, on the taskforce's behalf, shall inform the sponsors, in writing, at the earliest opportunity. The BCRPP shall endeavour to revise the programme to achieve as nearly as possible its original intent.
Force Majeure means any event or sequence of events beyond a party’s reasonable control and that could not have been reasonably anticipated or avoided and which prevents it from, or delays it in, performing its obligations under this agreement including, but not limited to,
- (a) an act of God, fire, flood, drought, earthquake, windstorm or other natural disaster;
- (b) an act of any sovereign including war (or threat of, or preparation for war), armed conflict (or threat of, or preparation for, armed conflict), invasion, act of foreign enemies, hostilities (whether war be declared or not), rebellion, revolution, insurrection, military or usurped power or confiscation;
- (c) acts of terrorism, civil war, civil commotion or riot (or the threat of, or preparation for, acts of terrorism, civil war, civil commotion or riot);
- (d) civil emergency (whether an emergency be declared or not);
- (e) fire or explosion (other than, in each case, one caused by breach of contract by, or with the assistance of, the party seeking to rely on it as a force majeure event or by a member of the same group as such party),
- (f) adverse weather conditions;
- (g) nationalisation, requisition, destruction or damage to property by or under the order of any government or public or local authority;
- (h) embargo, blockade, imposition of sanctions or breaking off of diplomatic relations or similar actions;
- (i) radioactive, nuclear, chemical or biological contamination or sonic boom, pressure waves caused by aircraft travelling at sonic or supersonic speeds;
- (j) law, or governmental order, rule, regulation or direction, judgement, order or decree;
- (k) epidemic or pandemic;
- (l) labour dispute including, but not limited to, strikes, industrial action, lockouts or boycott;
- (m) interruption or failure of utility service including to electric power, gas, water, internet or telephone service;
- (n) loss at sea;
- (o) collapse of building structures;
- (p) failure of the transportation of any personnel, equipment, machinery supply or material required by a party for performance of the agreement;
- (q) failure of plant machinery, machinery, computers or vehicles;
- (r) non-performance by suppliers or sub-contractors;
- (s) malicious or negligent damage or other act (other than, in each case, by the party seeking to rely on it as a force majeure event or by a member of the same group as such party);
- (t) any action taken by a government or public authority, including, but not limited to, a failure to grant a necessary licence or consent or the imposition of an export restriction, import restriction, quota or other restriction or prohibition.
9. Indemnity
You shall indemnify us against injury to any persons and any loss or damage to any property caused by your negligence or that of your employees, agents, subcontractors or guests or arising out of or in connection with your participation in this programme.
10. Programme of activity
Platinum, Gold, BRCD Council and Housing association sponsorship packages are shown in the table.

All events, initiatives and programming are subject to approvals and financial viability.
The programme of activity includes a Belfast Region presence at international real estate conferences - UKREiiF 2027 and MIPIM 2027. Sponsors must ensure that delegate names are provided in advance of event organisers' deadlines. Any amends to delegate details will be subject to event organisers' approval. If additional charges are incurred to make a sponsor's requested change to delegate details, the council reserves the right to invoice such charges to the sponsor as an additional charge.
Additional bolt-on opportunities are available. These opportunities are available on a first come, first served basis and receipt of all payments due.

11. Venues
Elements of the BCRPP Programme will be delivered in physical and virtual venues. It is not however a term of these terms and conditions that any particular venue is to be used to host an element of the programme. If a venue which we intend to use to host the programme becomes unusable due to flood, fire or such similar occurrence or is not available for any other reason, we will endeavour to find a suitable alternative venue and notify you of the change of venue in a timely manner.
12. Law
These terms and conditions shall be governed by and construed in accordance with Northern Irish law and both parties agree to submit to the exclusive jurisdiction of the Northern Irish courts.
